Frank He
Chief Investment Officer / Founder
Frank He is the Founder and Chief Investment Officer of David Solomon, which he established with his college roommate, David Carlson. He leads the firm’s investment strategy, capital formation, and portfolio management, drawing on extensive experience in real estate lending and private investment management.
Throughout his career, Frank has structured and scaled private investment vehicles and overseen construction lending platforms, working closely with borrowers, investors, and institutional partners to deliver disciplined, risk-adjusted returns. He has overseen 150+ small-balance construction loans through their full investment lifecycle, from underwriting and closing through construction, servicing, and repayment. He has also built and managed operational teams across multiple time zones and implemented scalable systems for underwriting, servicing, and reporting.
Frank brings a hands-on approach to investing, combining a deep understanding of capital markets with extensive real estate experience. His ability to navigate both the investment and operational sides of a transaction enables him to build strong relationships between capital partners and developers.
Frank holds degrees in engineering and business, including an MBA. He is an active member of the Southern California business community and is a member of Pasadena Angels, where he was recognized as Lead Angel of the Year in 2016 and currently serves on the Board of Directors. He is also a member of Vistage and Young Presidents’ Organization (YPO), where he serves as the moderator for the Investment Industry Forum and his Pasadena Chapter Forum. He is actively involved in YPO’s Non-Bank Lenders and Construction Industry networks.
David Carlson
Co-Founder
David Carlson is a co-founder of David Solomon and a licensed attorney, real estate broker, and general contractor with more than 20 years of experience across real estate and construction. He brings more than a decade of asset management experience, with expertise spanning tenant improvements, property operations, and acquisitions.
David holds a B.A. from the University of California, Berkeley, and a Juris Doctor (J.D.). His multidisciplinary background across law, construction, and real estate ownership enables him to evaluate projects from multiple perspectives, with a focus on protecting investor interests and driving successful execution.
As co-founder, David brings a disciplined, solutions-oriented approach to complex real estate transactions and development projects. His legal, construction, and operational expertise complements the firm’s investment strategy and supports thoughtful execution throughout the life of an investment.
Cecilia (Tao) He, CPA
Controller
Cecilia serves as Controller at David Solomon, where she oversees accounting operations, financial reporting, and internal controls, supporting accuracy and transparency across the firm’s investment structures.
She brings extensive experience in private equity and REIT fund accounting, financial reporting, and compliance. Previously, Cecilia worked with publicly traded banks, auditing financial reporting, regulatory filings, and construction loan operations. Her experience also includes loan origination and operations, as well as the preparation of corporate and individual tax returns.
Cecilia graduated summa cum laude from Florida State University with a Bachelor of Science in Accounting and earned a Master’s degree in Accounting from the University of Southern California (USC). Her experience across real estate funds, financial institutions, and tax advisory provides a comprehensive perspective on the accounting and reporting lifecycle and supports the firm’s commitment to disciplined financial stewardship.
